The Regional Language Skills Institute (RLSI) formally opened in Oriental Mindoro last July 15. The RLSI, which is one of the 35 language skills institutes operated by the Technical Education and Skills Development Authority (TESDA) nationwide, aims to develop Filipino workers in language proficiency and culture appreciation for local and international job placements.

Initially, according to TESDA Provincial Director Asuncion Ordoņa, the institute will be offering finishing courses for call center agents. Interested applicants must first pass the pro-speak assessment conducted by TESDA which is a test on diction, pronunciation and audibility of the voice before they would be granted 100 hours of free training worth P5,000. The RLSI will also offer free training in Mandarin, Nihonggo, Spanish, Arabic and Korean languages.
"This is one of our concrete steps towards the realization of our goal of coming up with a sufficient pool of young men and women, who are competent, proficient and with an excellent knowledge in English and other foreign languages which are in demand in business process outsourcing industry like the call centers," Governor Arnan C. Panaligan stressed
The institute, added Governor Panaligan, will dovetail with one of his development projects, the Specialized English Enhancement Course for Elementary and High School Teachers and other Language Users or SPEECH. The SPEECH project was conceptualized mainly because the governor wants the Mindoreņos to be competent and proficient in English to make them competitive and ready for local and overseas jobs.
Meanwhile, Governor Panaligan commended the Sangguniang Panlalawigan, specifically Board Member Humerlito A. Dolor, technical-vocational education and human resource development committee chairman, for the enabling legislation which now served as the legal framework for RLSI and for approving its budget allocation of P.4 M. TESDA, on the other hand, allocated P1.7 M for the institute.
